Nobody buys effluent treatment because they want to. They buy it because a regulator, a consent condition or a reuse mandate says they must, by a date.

Sludge and septage sit in the same show because they are what the plant produces. The person who signs for the treatment plant is the person who has to answer for what comes out of it.
